DISSEMINATION OF KNOWLEDGE AND SCIENTIFIC JOURNALS IN THE MIRROR OF SOCIOLOGICAL RESEARCH

The article presents the results of research on the problems of knowledge dissemination in the field of science and publication activity. The relevance of the research is due to the need for an objective assessment of the quality of scientific journals in the field of economic sciences and the existing mechanisms for their ranking. In modern conditions, the problem of the adequacy of bibliometric indicators and expert assessments in determining the status of scientific publications is of particular importance. The aim of the study is to conduct a comprehensive analysis and comparative assessment of various approaches to ranking scientific journals of economic institutions of the Russian Academy of Sciences, including bibliometric indicators and expert assessments of the scientific community. The research methodology is based on a combination of sociological methods (expert survey), bibliometric analysis (Science Index, impact factor) and econometric tools (factor and cluster analysis). The study is based on data on 28 scientific journals of economic institutes of the Russian Academy of Sciences. The main results demonstrate significant discrepancies between different systems of ranking scientific journals. A comprehensive analysis of the ratings of economic journals established by institutes of the Russian Academy of Sciences (RAS) is carried out. The authors question the adequacy of existing evaluation systems based exclusively on bibliometric indicators (such as citation frequency) and on non-transparent administrative decisions in the formation of ‘elite’ normative lists. It has been found that expert assessments of the scientific community do not always correlate with bibliometric indicators. It has also been established that a significant part of academic journals are not included in key normative lists (the ‘white list’, the VAK list), which reduces their visibility in the scientific space. The scientific novelty lies in the development of a comprehensive approach to the evaluation of scientific journals, combining bibliometric indicators, expert assessments, and analysis of the individual preferences of the scientific community. A method for constructing a general ranking of journals based on the aggregation of various factors is proposed. The practical significance of the study lies in the possibility of using the results obtained to improve the mechanisms for evaluating the quality of scientific publications and forming objective criteria for including journals in various scientific rankings.

This article examines the conceptual and factual failure of liberal modernization in the contemporary era. Transitology, so influential in the 1990s, has faded into oblivion. The Western model has failed to take hold in many post-socialist countries. In terms of democratization, the gap between Russia and the countries that adopted this model has become radical. At the same time, the West has begun to lose the qualities inherent in classical liberalism. They are being supplanted by new institutions designed to destroy the rule of law and, more broadly, its cultural identity. Against the backdrop of this decline, a new image of the system of traditional Russian fundamental institutions, known as the "Russian matrix," has begun to emerge in the 21st century. Through these institutions, Russia, as a local form of global forced civilization, has challenged the latter's alternative form—the legal one. At the core of this is the key component of this matrix, which defines its objective function: institutional expansionism. The other components of the messianic task are subordinated to its fulfillment: power-property and the rent-class social order. Long-term public opinion polls in Russia convincingly demonstrate that the legitimacy of the social system is high, since every attempt to practically fulfill this task through the conflict with Ukraine generates stable and long-term support in the form of recognition that the country is on the right path.

KONDRATIEV WAVES AS PHASES OF ARRIGHI'S SYSTEMIC CYCLES OF ACCUMULATION: THEORETICAL FRAMEWORK AND EMPIRICAL VERIFICATION

Giovanni Arrighi's theory of systemic cycles of accumulation offers significant potential for analyzing long-term trends in the development of the world economy and Russia's place within it. However, it does not provide a quantitative description of long-term global capital accumulation, which hinders its practical application. A synthesis with the empirical findings of other long-wave theories could help to overcome this limitation. This study assesses the compatibility of secular systemic cycles with half-century Kondratiev waves. The problem formulation is based on Arrighi's idea of two stages of capital expansion. The shared perception in Arrighi's and Kondratiev's theories – that long-term cycles represent a manifestation of capitalist accumulation – creates the theoretical framework for this synthesis. Our hypothesis is that the source of the century-long cycle lies in the evolution of money capital in nominal terms, whereas the half-century phases stem from mechanisms of real accumulation. These initial premises determined the selection of indicators, analytical tools, and methodology. The century and half-century cycles in the British and American accumulation regimes were identified by the intensity of the processes that determine capital dynamics. The continuous wavelet transform was applied to estimate the time and frequency characteristics of series spanning three centuries. The decomposition of nominal interest rates in Britain and the United States supports the hypothesis of a century-long cycle of nominal capital accumulation, while evidence of half-century Kondratiev waves in real accumulation differs between the two countries. In the American systemic cycle, material and financial expansion of capital can be discerned from wavelet decomposition components of energy and foreign trade indicators; in the British case, real interest rates serve this purpose. The trade balance proved to be a universal indicator of phase transitions. Expanding the set of capital accumulation indicators and advancing the methodology for identifying long-term cycles constitute an important direction for future research.

This article devotes the problem of expanding the conceptual space of transformation processes in the current context of socioeconomic turbulence felt worldwide. Two sources of this turbulence are identified. First, a new surge in scientific and technological progress has disrupted the law of techno-humanitarian balance, which stipulates that the sustainable development of society requires a correspondence between the level of cultural and psychological regulation of social relations and the state of technological potential. The second source of turbulence is the ongoing process of post-socialist transformation in many countries. An explanation for these processes does not fit into the linear frameworks of hybrid regimes. Acemoglu / Robinson, on the one hand, and Magyar / Madlovic, on the other, have proposed two-dimensional frameworks for analyzing conceptual spaces. However, Magyar / Madlovic's triangular framework is limited to the area of European post-socialist countries, and one of Acemoglu / Robinson's Leviathans does not fit into their framework adequately. The article proposes a quadrangular framework for the space of transformation processes, which also includes room for development options missed in triangular frameworks.

The growth of economic inequality has recently been occurring in many countries, which has attracted the interest of many researchers, but some aspects of this process remain insufficiently studied. This article examines the reasons why economic inequality is considered a problem, even though no convincing evidence of negative economic or social consequences has been found. It is concluded that the problem of economic inequality is largely artificial, based on connections that existed in the past, but are practically absent at present. The research questions that have not yet been sufficiently studied are substantiated, which makes it difficult to increase the effectiveness of the social and economic policy measures applied.

The article analyzes different approaches to defining the role of voluntary health insurance in the healthcare financing system in the context of increased government influence on the overall level of social spending and limited opportunities for maneuvering. The practice of various groups of countries demonstrates a wide range of views on this issue: from the actual rejection of support for voluntary health insurance to the recognition of it as an important source of funds, along with budgetary and social insurance financing, and a useful tool for achieving a wide range of socio-economic objections.  States with medium levels of development are the most interested in developing this mechanism for medical services. The article focuses on the discussion of the relationship between voluntary health insurance and different co-payment schemes for medical services.

The article presents a comparative analysis of the views on the concept of technological sovereignty of three groups of subjects: the scientific community of Russia, representatives of government bodies of the Russian Federation and business circles. Scientific works served as sources for the study of the position of Russian scientists, legal acts of the Russian Federation for the point of view of government bodies, and the position of business – by means of content analysis of 1600 publications from business media. The results revealed both common features and significant differences in the interpretations of technological sovereignty. All groups of subjects emphasize the primary role of the state in achieving technological sovereignty, underlining the importance of developing science and high-tech industries. However, the scientific community and business often narrow technological sovereignty to the development of innovative technologies and the organization of production based on them; the most common example is digitalization. The state understands technological sovereignty more broadly and singles out innovative industries in a separate category – technological leadership. In addition, both the state and science agree that technological sovereignty does not imply the country's refusal of international partnership in technological terms; business does not bring this issue to the forefront. The interpretation of technological sovereignty by all groups of subjects implies a certain duality of this concept: an economic development strategy or a quantifiable indicator from the scientific community’s point of view; the development of technologies or production based on them by the state; import substitution projects or projects supported by the state, as understood by the business circles. Based on the analysis of the research results, the author focuses on the need to improve the conceptual apparatus associated with defining goals for achieving technological sovereignty of the Russian Federation, developing specific criteria and indicators for assessing the degree of technological sovereignty of economic sectors, as well as establishing a more effective dialogue between the state, science and business to form a more coordinated and effective strategy for achieving technological sovereignty.

ECOSYSTEM PHILOSOPHY OF NATURE AND HUMAN BEINGS IN THE WORKS OF SERGEI BULGAKOV

Although the term “ecosystem” was introduced in Economics only at the end of the XX century, the concept of harmonic relations between human-beings and the nature had been attracted to many researchers long time before. One of the most important contributions in developing this concept was done by a Russian economist, philosopher and theologist Sergei Bulgakov. The article analyses the key aspects of Bulgakov’s theoretical works from their first elaboration and then deeper investigation of the viewpoint that deals with a new economic phenomenon, that is of ecosystem as a special type of economic structure and economic relationships between individuals and the nature. The concept of ecosystem allows decision-makers to correctly prioritize aims and goals in company and government activity, to increase the efficiency of managerial jobs and enhance the individual satisfaction from their everyday operations. The main elements of an ecosystem as they are elaborated in Bulgakov’s works are as follows: economy as a special transcendental reality behind the explicit economic processes; a unique area of the united humanity over supernatural human characteristics; creative aspects of a free labour. According to Bulgakov’s thought, the future harmony of individuals and the nature in our technocratic world would be possible on the basis of a deep spiritual understanding when practical economic activity should be undertaken with high spiritual goals under the supervision of the Wisdom of God (sophiology in terms of Bulgakov). In order to realise this ecosystem as a spiritual and even mystic framework, it is necessary to elaborate and develop a correct ecological world outlook that would dominate within the thinking of all the economic participants and to synchronize individual value perceptions at all levels of managerial hierarchy starting from a blue colour worker to top-managers and then to the highest government positions. Sustainable development of individuals and the nature would overcome technological, administrative, intertemporal, social and other constraints that have been set by both natural framework of production and social norms. Bulgakov believes that if we could understand the contradictory character of economic activity and economic progress, we would make a search for the most general spiritual source in economic organization of human activity. In Bulgakov’s view, such spiritual source would be presented in the Wisdom of God, Sofia, as he called it. And whatever we would call this spiritual life basis now, having this goal in mind would increase the responsibility of human-beings for their decisions and their consequences. And it is this process that would transform a separate individual into the true master of the world.

It is generally accepted that the basis of social and legal stability in any society is a consensus on virtue - the fundamental values of proper behavior, ways of maintaining and reproducing them. And, conversely, the destruction of this consensus is a sign of the loss of stability and divergence of positions of social institutions, groups and professional communities in understanding and applying norms and sanctions for their violation. This schematic representation poorly explains the parameters of the moral crisis of the era of globalization: the reasons for the loss of the meaning of the concept of virtue as the basis of the moral universe of humanity; the rejection of universal moral standards previously supported by religion or ideology, the growing conflict of their interpretations in different cultures, confessional and ethnic communities, the confrontation of value hierarchies within national cultures and individual groups, and most importantly - the lack of common moral guidelines of what to strive for.

In these conditions, the dominant global trend has become the appeal to the codification of norms of so-called “pragmatic ethics” – the development of various codes of proper behavior for individual social and professional groups, which in this way seek to express their identity, functions and place in the dynamics of changes in the social hierarchy. This general fashion for the creation of ethical codes has captured post-Soviet Russia and is considered almost a panacea for moral distortions and the basis for effective social regulation. Meanwhile, the codification of ethical standards of all social subcultures without exception means a tacit recognition of both their insurmountable contradictions and that part of them that does not share conventional standards of virtue or clearly rebels against them.

On this basis, the phenomenon of moral anomie (that is, the destruction of the entire normative system) and the justification of non-conformist and immoral behavior arises. What should be the parameters and limits of its acceptance in a democratic society, and most importantly – who sets them? This range of problems becomes the subject of analysis for the first time in this article, based on the entire corpus of the latest ethical codes of marginal communities in modern Russia.

The article contains the analysis of attempts to stabilize Russian economy during the middle of 90-s. After a period of high inflation in 1993-1994 the government managed to achieve a signifi cant reduction of the inflation rate during the implementation of the 1995 stabilization program. However due to the continuing signifi - cant budgetary imbalance the government was forced to mobilize rather expensive short-term financing on a large scale, which led to severe financial crisis of 1998. The double shock of 1992 price liberalization and 1998 default had long-term negative social consequences that were overcome only by the end of 2000s. The high economic and political turbulence at that time also hindered the implementation of structural reforms. Thus the tasks of carrying out full-fledged financial stabilization and implementing structural reforms were moved to the beginning of 2000s.

THE SECOND FIVE-YEAR PLAN AND ITS IMPLEMENTATION IN 1933-1937: A MULTIFACETED FATE

The article is devoted to the assessment of the results of the Second Five-Year Plan for the development of the USSR national economy in 1933-1937. The evolution of ideas about the results of the Second Five-Year Plan is considered. The complexity of understanding this issue is still related to the durability and longevity of the mythological characteristics of the Soviet Industrial Project, the ideologization of achievements, and the concealment of failures. Based on a comparison of published and unpublished data, it was concluded that of the 27 most important types of production, only three (steel, manganese ore, and synthetic rubber) met the five-year targets. The data on the scale of the damage caused by the 1937 repressions to the Soviet economy were systematized. The article analyzes the implementation of the Second Five-Year Plan in terms of quality indicators (the use of cost-accounting relations; increasing the profitability of industry and using cost levers; improving the quality of industrial products; reducing dependence on imported machinery and equipment, etc.). The article reveals the extent and significance of the impact of the All-Union Conferences of Businessmen in 1931, 1934, 1935, and 1936 on the change in the economic policy of the state: The article discusses the development of a relatively balanced economic policy in 1933-1936, which contributed to the achievement of significant positive results and the fulfillment of the main production targets of the Second Five-Year Plan. The directorate of industrial enterprises in the USSR is considered as the main subject of the Soviet Industrial Project. The article makes a well-founded conclusion about the creation of a gigantic industrial potential in the USSR, which is comparable to that of developed capitalist countries in many quantitative indicators.

SOCIO-PSYCHOLOGICAL FACTORS OF TRUST IN ARTIFICIAL INTELLIGENCE: STATE OF RESEARCH

The article presents a theoretical review of literature from the last ten years devoted to the analysis of socio-psychological factors of trust in artificial intelligence. The widespread adoption of automated artificial intelligence systems, which is associated with expected economic growth, reduced resource costs, and the optimization of various work processes, often faces user distrust in new tools and a reluctance to transform traditional work processes. The combination of factors that reduce trust in artificial intelligence leads to low economic efficiency in the implementation of innovations, despite the wide range of technical possibilities. In addition to the importance of considering cognitive and affective factors of trust in artificial intelligence, socio-psychological aspects that determine the ethical and value acceptability of using automated AI systems are of particular significance. Theoretical analysis revealed that individualizing moral foundations are positively associated with trust in artificial intelligence in situations where the use of AI systems benefits society. Users who prioritize binding moral foundations demonstrate greater distrust of artificial intelligence and are less willing to delegate some tasks to automated assistants. The values of Openness to Change and Self-transcendence are more positively associated with trust in AI and digital innovation, excluding situations of high risk to life or social injustice. The values of Self-Enhancement are also positively associated with trust in AI tools, but mainly in situations where artificial intelligence simplifies the achievement of the user's goals or expands human capabilities to do so. There is a heterogeneous structure of relationships between Conservation values and trust in artificial intelligence, due to cultural characteristics. However, it should be noted that Conservation values are most often considered predictors of distrust in automated AI systems. The importance of considering value congruence between users and perceived AI profiles is discussed. For AI system developers, there is a need to pay special attention to the possibilities of adaptive personalized adjustment of the value profiles of generative models to users, which will lead to more effective human-machine interaction. The article highlights the areas of future research in this field as part of the development of a systemic model of trust in artificial intelligence.
