Аннотация

При всём многообразии действующих пенсионных моделей в мире основная их часть относится к группе солидарных систем и предполагает значительный объём перераспределения ресурсов. Накопительные схемы в основном дополняют, а не заменяют распределительные варианты, особенно при формировании так называемых многоуровневых моделей. В статье анализируются дискуссионные вопросы современных параметрических пенсионных реформ: соотношение страховых и нестраховых элементов систем, влияние введения индивидуальных условно накопительных счетов, правила использования пенсионных кредитов, механизмы блокировки раннего выхода на пенсию. Особое внимание уделяется анализу различных подходов к решению задачи включения работников с нестандартными формами занятости в системы пенсионного страхования и делается вывод, что, давая возможность определённым категориям работников с нестандартной занятостью самостоятельно решать вопросы своего материального обеспечения в старости, необходимо учитывать финансовую цену данной политики.
