Аннотация

В статье рассматриваются вопросы, связанные с трактовкой и использованием таких базовых принципов организации социальной политики, как универсальность и адресность. На основе анализа как преимуществ, так и проблем, возникающих в ходе их практического применения показано, что выбор между ними может меняться в зависимости от поставленных задач, а также ресурсов, выделяемых обществом на социальные цели. Более того, современные исследователи ставят вопрос о возможности комбинирования адресности и универсализма на основе более углублённого понимания сущности и задач обеспечения благосостояния граждан. Поскольку традиционно данные проблемы рассматриваются на примере денежных выплат, особое внимание уделено здравоохранению как отрасли социальной сферы, для которой данные принципы также актуальны, но имеют свою специфику. В здравоохранении универсализм провозглашается как важнейший принцип, однако здесь отчётливо проявляется противоречие между ценностным (непререкаемая ценность здоровья) и финансовым (рост расходов) аспектами. В условиях ограничений объединения общественных ресурсов возможно сокращение предоставляемого пакета услуг и увеличение личных платежей. В перспективе это может привести к расширению финансовых барьеров для универсального доступа к здравоохранению и, соответственно, повышению роли адресных механизмов распределения общественных средств с учётом фактора дохода отдельных групп населения.
