Аннотация

Нобелевская премия 2024 г. была присуждена Д. Аджемоглу, С. Джонсону и Дж. Робинсону и стала первой премией с 1993 г., которая содержит упоминание институтов в своем обосновании. В статье обсуждаются развитие исследования связи институтов и экономического развития за прошедшие десятилетия, вклад лауреатов, связь с разработанной Аджемоглу теорией направленных технологических изменений, проблемы и дальнейшие перспективы институциональной теории экономического развития. Основной прогресс был связан с применением теории игр к анализу институтов, а также использованием эконометрических и других методов для тестирования теоретических гипотез. В результате произошли существенные изменения в направлении большей формализации и строгости институционального анализа. Аджемоглу, Джонсон и Робинсон стали одними из символов этих изменений, и ряд их работ можно назвать классическими в этом отношении. Среди прочего, они предложили теоретико-игровую модель формирования и изменения политических институтов и использовали метод инструментальных переменных для демонстрации того, что институты выступают причиной развития, а не наоборот. Аджемоглу и соавторов нередко обвиняют в пренебрежении культурой, идеологией, процессом создания и распространения изобретений и в стремлении представить институты единственным фактором, определяющим все аспекты экономического развития. Хотя анализ их работ рисует более сложную картину, нельзя сказать, что эта критика лишена оснований. В работе показано, что теория направленных технологических изменений ведёт к выводу, что прогресс можно и нужно направлять в выгодное обществу русло. А значит, только от политических институтов зависит, можно ли это сделать. Причина такого взгляда лежит в общей установке институциональной теории развития на процессы макроуровня и длительную перспективу. В преодолении этой установки и поиске микрооснований институциональной динамики и её связи с техническим прогрессом состоит основной вызов, стоящий перед этим направлением исследований.
