TECHNOLOGICAL SOVEREIGNTY AS A CONSENSUS OF RUSSIAN SCIENCE, STATE AND BUSINESS: THEORETICAL ASPECTS

The article presents a comparative analysis of the views on the concept of technological sovereignty of three groups of subjects: the scientific community of Russia, representatives of government bodies of the Russian Federation and business circles. Scientific works served as sources for the study of the position of Russian scientists, legal acts of the Russian Federation for the point of view of government bodies, and the position of business – by means of content analysis of 1600 publications from business media. The results revealed both common features and significant differences in the interpretations of technological sovereignty. All groups of subjects emphasize the primary role of the state in achieving technological sovereignty, underlining the importance of developing science and high-tech industries. However, the scientific community and business often narrow technological sovereignty to the development of innovative technologies and the organization of production based on them; the most common example is digitalization. The state understands technological sovereignty more broadly and singles out innovative industries in a separate category – technological leadership. In addition, both the state and science agree that technological sovereignty does not imply the country's refusal of international partnership in technological terms; business does not bring this issue to the forefront. The interpretation of technological sovereignty by all groups of subjects implies a certain duality of this concept: an economic development strategy or a quantifiable indicator from the scientific community’s point of view; the development of technologies or production based on them by the state; import substitution projects or projects supported by the state, as understood by the business circles. Based on the analysis of the research results, the author focuses on the need to improve the conceptual apparatus associated with defining goals for achieving technological sovereignty of the Russian Federation, developing specific criteria and indicators for assessing the degree of technological sovereignty of economic sectors, as well as establishing a more effective dialogue between the state, science and business to form a more coordinated and effective strategy for achieving technological sovereignty.
