DISSEMINATION OF KNOWLEDGE AND SCIENTIFIC JOURNALS IN THE MIRROR OF SOCIOLOGICAL RESEARCH

The article presents the results of research on the problems of knowledge dissemination in the field of science and publication activity. The relevance of the research is due to the need for an objective assessment of the quality of scientific journals in the field of economic sciences and the existing mechanisms for their ranking. In modern conditions, the problem of the adequacy of bibliometric indicators and expert assessments in determining the status of scientific publications is of particular importance. The aim of the study is to conduct a comprehensive analysis and comparative assessment of various approaches to ranking scientific journals of economic institutions of the Russian Academy of Sciences, including bibliometric indicators and expert assessments of the scientific community. The research methodology is based on a combination of sociological methods (expert survey), bibliometric analysis (Science Index, impact factor) and econometric tools (factor and cluster analysis). The study is based on data on 28 scientific journals of economic institutes of the Russian Academy of Sciences. The main results demonstrate significant discrepancies between different systems of ranking scientific journals. A comprehensive analysis of the ratings of economic journals established by institutes of the Russian Academy of Sciences (RAS) is carried out. The authors question the adequacy of existing evaluation systems based exclusively on bibliometric indicators (such as citation frequency) and on non-transparent administrative decisions in the formation of ‘elite’ normative lists. It has been found that expert assessments of the scientific community do not always correlate with bibliometric indicators. It has also been established that a significant part of academic journals are not included in key normative lists (the ‘white list’, the VAK list), which reduces their visibility in the scientific space. The scientific novelty lies in the development of a comprehensive approach to the evaluation of scientific journals, combining bibliometric indicators, expert assessments, and analysis of the individual preferences of the scientific community. A method for constructing a general ranking of journals based on the aggregation of various factors is proposed. The practical significance of the study lies in the possibility of using the results obtained to improve the mechanisms for evaluating the quality of scientific publications and forming objective criteria for including journals in various scientific rankings.
